Oxfam Pilipinas, Manila Observatory renew partnership for anticipatory action

Oxfam Pilipinas Executive Director Lot Felizco and Manila Observatory Executive Director Fr. Jose Ramon T. Villarin, S.J., renewed the Project Partnership Agreement for enhancing the multi-hazard index to determine the thresholds and triggers for launching an anticipatory action. 

Anticipatory action refers to proactive measures that reduce the adverse impact of a forecasted disaster. It is the defining concept of Republic Act 12287 or the “Declaration of State of Imminent Disaster Act.” 

Oxfam Pilipinas and Manila Observatory collaborated under the SUPREME BARMM project in 2022 to improve the landscape approach early warning system and anticipatory action in the Bangsamoro region. 

Oxfam Pilipinas has been championing anticipatory action since 2017.  It started with early warning and cash-based pilots in Eastern Samar, Cotabato City, and Catanduanes, and expanded to multi-hazard anticipatory systems in 2020. Currently, it leads the development of flood system anticipatory contingency in Cagayan province covering three municipalities with the People Disaster Risk Reduction Network and co-implements the Mayon Anticipatory Project with People in Need Philippines, Simon of Cyrene Community Rehabilitation and Development Foundation, MIDAS/Mayon Integrated Development Alternatives and Services, Coastal CORE, and Oxfam Pilipinas, with support from the Start Network. It also explores the use of anticipatory action in health-focused outbreak prevention and policy advocacy.
