ACT BEFORE IMPACT
Oxfam Pilipinas welcomes the approval of the Implementing Rules and Regulations (IRR) of Republic Act No. 12287, also known as the Declaration of State of Imminent Disaster Act.
The law enables national and local governments to act and release funds before a hazard strikes—from issuing impact-based forecasts and early warnings to evacuating families—protecting livelihoods and assets, and pre-positioning critical goods and services before a disaster strikes.
Since 2017, Oxfam Pilipinas has been working with at-risk communities, government, civil society, science agencies, private sector, and academe to advance anticipatory action, enabling women, children, older people, persons with disabilities, smallholder farmers, fisherfolk, and low-income communities to lead, manage risks, and build resilience.
Our 10 years of experience show that early warning only works when it leads to early action, backed by risk-informed plans, agreed triggers, early financing, and ready local markets. The goal is simple: protect lives, livelihoods, and essential services before disaster strikes.
As a consistent advocate of RA 12287, Oxfam brought these lessons to help shape the IRR. We will continue using these lessons to inform the law’s operational guidelines and support its implementation.
