Strengthening the preparedness of LGUs and communities in BARMM, the ACCESS Consortium held “From Warning to Action: Operationalizing El Niño Early Response in BARMM,” a technical briefing for Super El Niño 2026 in Cotabato City.
With experts from DOST-PAGASA and Manila Observatory, the activity integrated climate data, forecast and analysis with community observations to map the anticipated risks and impacts of El Niño and align the actions and programs of LGUs in deploying resources before El Niño peaks, reducing potential losses to agriculture, water systems, and public health in BARMM.
Director Abutazil, Acting Director of Bureau of Local Government Academy, stressed in his keynote address the need for a concerted effort from government, communities and development partners in BARMM to effectively prepare for and withstand the impacts of El Niño.
The ACCESS Consortium is working with communities, LGUs, experts, and partners to provide timely humanitarian assistance to those most impacted by El Niño, to reduce risks, and uphold human dignity.
