Eastern Samar LGUs, Oxfam Pilipinas ink just energy transition deal

BORONGAN CITY, EASTERN SAMAR, 17 March 2026 — In a significant move toward just energy transition, the Eastern Samar Provincial Government, the Local Governments of Borongan City and Dolores, and Oxfam Pilipinas signed a Memorandum of Understanding that will integrate renewable energy and just energy transition into local development plans and activities.

The partnership supports the development of resilient and inclusive renewable energy solutions tailored to local needs, promotes the active participation of women and vulnerable groups in energy transition decisions, enhances community awareness of renewable energy options, and secures funding and legal support to implement the initiatives. 

The agreement aims to set a precedent for people-centered and equitable energy solutions in the country. Oxfam Pilipinas will support it under its RE-Start Campaign. 

The signing ceremony was led by (L-R) Borongan City Councilor Kathlyn Cainday, representing Mayor Jose Ivan Dayan Agda; Oxfam Pilipinas Executive Director Maria Rosario “Lot” Felizco; Eastern Samar Governor RV Evardone; and Dolores Mayor Zaldy Carpeso.
