The Strengthening Agri-fishery Enterprise through Women and Youth Empowerment Inclusive Business and Climate Resilience (WEE-SAFE) Project is funded by the European Union through the Bangsamoro Agri-Enterprise Program and implemented by SIAD Initiatives in Mindanao–Convergence for Asset Reform and Regional Development (SIMCARRD), Kasanyangan Center for Community Development and Microfinance, Inc. (formerly KCCDMFI, now KMFI), Oxfam Pilipinas, and Oxfam Belgique in Basilan, Sulu, and Tawi-Tawi.

The project promotes economic empowerment for women, youth, and Indigenous people through the development of agri-fishery enterprises using inclusive business models and social entrepreneurship. This work is especially critical in BaSulTa, a resource-rich but economically marginalized region. While farming and fisheries remain the backbone of livelihoods, production is undermined by limited access to technology and financing, weak integration into Halal value chains, destructive fishing practices, and conflict-driven displacements.

BARMM records the country’s highest poverty incidence (55.9%, PSA 2022), with farmers and fisherfolk among the hardest hit.  For women, youth, and indigenous peoples, poverty and exclusion are even more acute, leaving them with fewer opportunities to break the cycle of vulnerability. By addressing these systemic barriers, the project provides pathways for inclusive enterprise growth and more resilient communities.

Responsibilities

The consultant is expected to provide the following services during his/her consultancy period:

  1. Produce and edit partners’ institutional video stories to be used for donor reporting, advocacy, and public engagement across various media platforms.a. Submissions include:
    i. Two (2) institutional videos (3–5 minutes each) featuring SIMCARRD and KMFI, highlighting their roles, interventions, and impact under the WEE-SAFE project.
    ii. Accompanying 30-second cutdown versions of each institutional video for use on social media platforms.
    iii. includes raw footage of both stakeholders and implementers of the WEE-SAFE, with transcripts of the interviews provided in English or Filipino (if done in another language.), along with at least fifteen (15) minutes total of “b-roll” footage to help create impactful videos.

    b. Technical specifications:
    i. Format: Horizontal (16:9) main version; social media-optimized versions (square 1:1 and vertical 9:16)
    ii. Subtitles: English, embedded
    iii. Resolution: 4K 3840 x 2160 pixels or Full HD 1920x1080 pixels (for online)
    iv. Accessibility: Sign language interpretation integrated in-frame
    v. File format: MP4 (H.264 codec), optimized for both web and offline viewing

  2. Produce a minimum of ten (10) enterprise commercial videos (30–45 seconds each) featuring WEE-SAFE–supported agri-fishery enterprises in BaSulTa.
    a. The videos should provide a compelling and visually engaging narrative showcasing enterprise products, business models, and stories of empowerment among key stakeholders.
    b. The production should involve planning, research and storyboarding with partners to ensure authenticity of narratives and suitability to local context and culture.
    c. Technical specifications:
    i. Format: Horizontal (16:9) main version; social media-optimized versions (square 1:1 and vertical 9:16)
    ii. Subtitles: English, embedded
    iii. Resolution: Full HD 1920x1080 pixels
    iv. Accessibility: Sign language interpretation integrated in-frame
    v. File format: MP4 (H.264 codec), optimized for both web and offline viewing
  3. Design and produce two (2) enterprise brochures/product booklets featuring WEE-SAFE–supported enterprises and their products.a. Submissions include:
    i. Two (2) 16–20-page publications, print-ready and in digital flipbook format.
    b. Technical specifications:
    i. Format: A4 or A5, landscape or portrait (to be confirmed with partners)
    ii. Resolution: 300 DPI, CMYK color mode for print quality
    iii. File format: PDF (print-ready), plus digital flipbook version, as applicable

    c. The material should cover compelling and comprehensive narrative and visual presentation should cover enterprise profiles and key product offerings, short success stories or testimonials from key stakeholders (women, youth, and indigenous entrepreneurs), and contributions of implementing partners.

  4. Ensure that all visible persons in the photos and videos have prior and informed consent and have signed the Global Consent Form indicating their understanding of the purpose of the work.
  5. Ensure proper archiving of original and final photo/video materials gathered, and provide a hard drive (2TB) for media storage and log notes documenting records of all interviews conducted during the engagement;
  6. Manage the documentation and submission to the Finance team of any invoice forms, vouchers, receipts, expense sheets, and analogous documents in relation to reporting or any other reasonable documentation needed for proper billing.
