This report examines progress, gaps, and opportunities that exist in the intersections of governance, justice, and energy transition in Southeast Asia by examining the role of Social Accountability (SAcc) in utility-scale energy transition projects. It is essential that these energy transition efforts are just, equitable, and inclusive, as the region transitions away from fossil fuel dependence. Drawing from a review of related literature, regional and national case studies, and the lived experiences of communities and civil society actors, the report aims to shed light on the current landscape and pathways for social accountability in just energy transition (JET).
Specifically, the study aimed to:
- understand how SAcc is currently conceptualized and implemented in utility-scale energy transition projects across the region;
- assess the effectiveness and limitations of existing SAcc mechanisms in JET; and
- surface community and civil society organizations (CSO) experiences and perspectives on SAcc in JET.
It primarily anchors its analysis on the broader climate justice and JET discourse, and draws on Fox’s (2015) framework for strategic social accountability approaches.
