The Asia Network for People’s Energy (ANPE) is a network of Southeast Asian civil society organizations (CSOs) that aims to address gaps and challenges in just energy transition (JET) at the country level with purposive actions in the region through network-building, learning and campaigning, and resource mobilization.
One of the primary objectives of the Network is to pool resources to support grassroots-led campaigns and initiatives on JET. Thus, to support this objective, Oxfam Pilipinas, as the ANPE Secretariat, is establishing the Communities in Charge (CiC) Fund, ANPE’s microgrant facility, with support from the Tara Climate Foundation.
With ANPE’s experience in supporting national convenings in Southeast Asia through microgrants, this facility hopes to expand its reach to other CSOs and rights-based organizations in Southeast Asia that are confronted by the energy transition by supporting their local or national initiatives, such as but not limited to convenings, research, media/digital campaigns, and creative mobilizations.
The Communities in Charge (CiC) Fund
The CiC Fund is a microgrant facility that aims to assist CSOs in Southeast Asia to conduct initiatives and activities that will ensure a just and inclusive energy transition at the local and national level. This microgrant facility will fund seven to ten civil society and rights-based organizations with grant support ranging from $5,000-$10,000. The facility will support initiatives that are aligned with the operationalization of the Network’s theory of change (See Annex 1 below).
- Initiatives that focus on community-centered engagement and safeguards on Just Energy Transition
a. Development of guidelines on community ownership and participation on energy transition projects
b. Institutionalizing gender-transformative and community-centered stakeholder engagement practices
c. Establishing people-centered evaluation and monitoring frameworks
d. Development of frameworks for implementing remedial justice on energy transition projects and programs
e. Conducting social/human rights/environmental impact assessments on communities with energy transition projects - Policy alignment, human rights due diligence, and facilitating local processes
a. Analysis of human rights due diligence process, and free, prior and informed consent on transition mineral mining and/or renewable energy (RE) projects
b. Formulating guidelines for ensuring human rights due diligence with communities on RE planning, policy development, and implementation at the local level
c. Support for local and national campaigns on coal phase-out, renewable energy development, and/or transition minerals advocacy - Energy access, private sector engagement, and community-based practices
a. Innovative community-based renewable energy solutions
b. Facilitating private sector engagement and linkages of communities on just energy transition
c. Capacity-building on community-based energy transition tools and practices
Call for Proposals
A call for proposals will be posted in Oxfam Pilipinas’ social media accounts and website to officially launch the CiC Fund. In applying for the grant, the following documents are expected to be submitted:
- Simple concept note with financial proposal
- Additional documents may be requested during the due diligence process
Submission of Application: Applications may be submitted via email at cic.anpe@oxfam.org.ph or through Microsoft Forms (link).
Eligibility Criteria:
The fund is open for civil society and rights-based organizations, coalitions, or networks in the Southeast Asian region with relevant experiences in the areas of intervention. The grant is intended for local and community-based civil society organizations or networks that are working with local communities. While legal registration within the country is preferred, local organizations without these legal documents/registrations may seek support from a host organization for the transfer of funds.
Grant Financing:
Successful applicants will receive grants of up to 10,000 USD each over a 6-month implementation period. Subgrantees will be selected through an open and targeted call for proposals.
Allowable Costs: The fund allows expenses on activities and initiatives related to the following:
- Workshops, consultations, and/or meetings
- Model- and capacity-building
- Consultancy and staff time
- Administrative and operational costs
- Travel, venue, and accommodation costs
Preliminary Review
The ANPE Secretariat (Oxfam Pilipinas) will initially review the submitted proposals. The review will be based on the eligibility of applicants and the initial review of their narrative and financial proposals. Oxfam Pilipinas will review the documents with help from ANPE members and other Oxfam affiliates, especially on documents and registrations outside of the Philippines. The review process will run for the whole of March 2026.
- Contacting of shortlisted applicants, review, and concurrence
- Shortlisted applicants will be emailed directly for the next steps in the process. The Secretariat will organize calls and/or send an email to clarify and/or discuss ways forward with the applicants. The ANPE Secretariat will organize another call with its Steering Committee and the Tara Climate Foundation to present the successful applicants and seek their concurrence.
- In parallel, the Secretariat will also facilitate discussions with Oxfam country teams to inform them about the shortlisted applicants and provide additional due diligence and risk management guidance before contracting.
- Announcement of successful applications and contracting
- Successful proposals to be funded will be announced and communicated via email of the ANPE Secretariat. Contracting will start within days of the announcement and acceptance of the proponent. Downloading of funds will be done as soon as the contract and other documents have been finalized.
Reporting
Funded organizations by the CiC Fund will be asked to submit a simple narrative and financial report at the end of the 6-month timeline. The narrative and financial reporting templates will be provided upon contracting.
